Our blue-haired, sometimes girly, sometimes psycopathic bad boy. The younger of the infamous McDougal Brothers, Harry is not actually related to Ron. Harry is a Construct. Because of this he feels a deep connection with Melfina and ends up falling for her.
Aside from being a skilled hacker, he is also an ace pilot and has participated in the Space Race for at least a few years. His ship is the El Dorado and he manages it with the help of his friends/crew: Terri and Leo. He might not have had any qualms with Gene, had the latter not jumped him in an attempt to gain revenge on the one who killed his father (probably Ron).
Despite what you see in the series, he is generally a sucess on the battlefield. Working together with Ron and the Shangrila, Harry adds to the deadliness of this duo. On the issue of him being girly, a better word would be wussy. He cried quite a bit when Gene's bullet scratched (quite deeply) his arm. He continued to cry as Ron bandaged it. He has avery close relationship with Ron, leading some to believe they share a more intimate kind of relationship.
Harry hates Gene, and vice versa, all because of Ron's actions a long time ago. They chase each other, they shoot each other, and it is all intensified by their shared love of Melfina. There is a big debate about who makes a better couple: Melfina and Gene, or Melfina and Harry. Harry has demonstrated a good amount of effort towards wooing Melfina. Unfortunately, do to his unstable personality, he has scared her quite often. But towards the end, there are a few scenes when these two really connect.
About Harry's personality: he kind of has a tendency to "loose it" upon provocation. This altered state is essentially a form of temporary madness. He will sometimes slip into this state in the middle of a fight (fire, grappler, or otherwise). With most people, their either for-Gene or for-Harry. This is the big split between most Outlaw Star fans. Personally, I think Harry is nifty. Oh yeah, he feels drawn to Melfina because she is also a Construct. Harry is the only one (in the show) that can "see her this way", namely in the computer in her virtual form. He defended her quite valiantly. Harry is really good at fighting with machines. As it seems with other characters in anime, he's just to pretty to die. He seems to cling to life with encredible tenacity, considering what he survives.
When he's not being evil, psychotic, incredibly charming, hell-bent on revenge, or crying; Harry is usually just fulfilling his role as Ron's little brother. He listens to him and really looks up to him. That bond between them adds a thin coat of normalcy to this otherwise outrageous story.
